Procedure of oil products purchasing from OOO "Nevsky Mazut"

OOO "Nevsky Mazut" offers all interested companies to purchase oil products supplied by OOO "Nevsky Mazut" for export (bunker) outside the countries participating in Customs Union on conditions of submission of offers (quotations).

A compulsory condition for your company's participation in the quotation selection procedure will be agreement with the following conditions:

1. Sending the quotation to the e-mail address nevskymasut_trade@nevaoil.ru with indication of:

• lot number (including in the name of the electronic message)
• delivery basis
• delivery period
• name of products and producer of the products
• maximum quantity of products which you are ready to purchase
• quality of products
• price offer
• payment conditions

the subject of the message shall contain the lot number and name of the potential buyer

2. Positive conclusion on the buyer's prequalification results. The qualification procedure is stated in "Prequalification Procedure" section.

3. Signed quotation shall be submitted by 02.00 p.m. Moscow time on expiration of 48 hours after placement of the proposal (lot) by OOO "Nevsky Mazut" on the official website of the company.

4. The quotation within the tenders held shall be sent strictly to the official e-mail address. Quotations sent by any other method and/or to any other e-mail addresses shall not be accepted for consideration.

5. Volumes for delivery under the quotation shall be confirmed at option of OOO "Nevsky Mazut" (the seller) in the scope of +/- per cent.

6. By sending your quotation, you fully accept conditions of the contract sent to you after positive conclusion on the buyer's prequalification results, and bear responsibility for fulfillment of all basic conditions thereof.

7. In case of refusal of the quotation consideration winner to arrange/sign/fulfill the contract, OOO "Nevsky Mazut" (the seller) shall be fully entitled to sell these oil products to third parties with ascribing all damages to the winner.

8. OOO "Nevsky Mazut" reserves the right not to accept any quotation and to accept the only quotation submitted.

9. Notice on quotation consideration results will be sent to your e-mail address within 48 hours (in case of weekend and public holidays, this period shall be extended by the period of the weekend and public holidays).

10. This invitation to submit a quotation shall under no circumstances be considered a legally binding document, and it is neither an offer nor an invitation to participate in the tender.

Buyer's prequalification

Potential buyers must undergo the procedure of appraisal for compliance with the qualification requirements set for the buyers of OOO "Nevsky Mazut".

To undergo the procedure, the potential buyer shall:

• Prepare the package of documents for qualification appraisal according to the respective list.
• Submit the package of documents to the e-mail address: nevskymasut_trade@nevaoil.ru. The subject of the message shall indicate: "Qualification of the buyer ... (name of the potential buyer)"
• OOO "Nvesky Mazut" reserves the right not to accept for consideration an incomplete package of documents, as well as any documents submitted not according to the form.

1. List of documents for RF residents - legal entities:

• Company details on the company letterhead signed by Head of the company and Chief Accountant.
• Copy of Articles of Association certified by the seal of the company and signature of Head of the company.
• Copy of the document proving authorities of the sole executive body (order/minutes) certified by the seal of the company and signature of Head of the company and, if the documents are signed by proxy - a copy of the proxy for the signatory of the documents.
• Copy of Certificate of State Registration certified by the seal of the company and signature of Head of the company.
• Copy of Certificate of Registration by Tax Authority certified by the seal of the company and signature of Head of the company.
• Copy of extract from Unified State Register of Legal Entities dated not earlier than 30 calendar days prior to the date of submission, certified by the seal of the company and signature of Head of the company.
• Information on the chain of owners, including end beneficiaries (in a free form, supplemented by supporting documents).
• For the companies with the form of property of OAO (open joint-stock company) and ZAO (closed joint-stock company), a scanned copy of Register of Shareholders (who possess at least 5 per cent of shares) as of the date not later than 1 (one) month after submission of documents shall be attached additionally.
• A copy of accounting reports by OKUD 0710001, 0710002 forms for the last reporting period (quarter) signed by Head of the company and Chief Accountant, certified by the seal of the company.
• Consent for personal data processing.

2. List of documents for RF residents - sole proprietors:

• Details of the sole proprietor on the letterhead signed by the sole proprietor.
• Copy of the document on state registration of the individual as a sole proprietor pursuant to law of Russian Federation, certified by the seal and signature of the sole proprietor.
• Copy of national passport of the sole proprietor.
• Copy of accounting reports by OKUD 0710001, 0710002 forms for the last reporting period (quarter), certified by signature and seal of the sole proprietor.
• Consent for personal data processing.

3. List of documents for RF non-residents:

• Company details on the company letterhead signed by Head of the company (with Russian translation).
• Copy of information on registration of the legal entity, certified by the seal of the company, as well as data on founders and shareholders of the potential buyer in the form of extract from Trade Register, supplemented by Russian Translation with Apostille.
• Copy of the document proving authorities of the sole executive body (order/minutes), certified by the seal of the company and signature of Head of the company, and if the documents are signed by proxy - a copy of the proxy for the signatory of the documents (with Russian translation).
• Data on the chain of owners, including end beneficiaries.
• Consent for personal data processing.
